Do universities need reminder on guidelines on overzealous patenting?

Within an article in Chronicle of Higher Education (by Paul Basken) titled NIH WILL GIVE LESS AND DEMAND MORE IN 2010, NEW LEADER SAYS , one has the text:

The NIH does have guidelines on overzealous patenting and licensing, and "perhaps universities should be reminded of them," Dr. Francis S. Collins said.

But the largest external grant recipients are Harvard and JHU, last time I checked. Excessive patenting? I am shocked, shocked I say!
